If my blood hCG levels are slowly increasing on a weekly basis and I've had vaginal bleeding, is there any chance the baby can survive?

That depends on how slowly the hCG (human chorionic gonadotrophin) levels are rising, and whether the pregnancy is within the womb (uterus) and viable (in other words there is a heartbeat seen). The only way to know this is for you to have a scan and discussion with your Obstetrician.
