My cervix is 1cm dilated, can my obstetrician rupture my membranes? I'm 39 weeks!

Yes, if your cervix is 1cm dilated then it should be technically possible to rupture your membranes, though whether this is advisable depends on hos soft and long your cervix is, and how low baby's head is.
