I'm 35 weeks pregnant and have been told that although the baby measures 35 weeks my uterus only measures 32 weeks. Is this a problem?

No, measuring your uterus with a tape measure to assess symphysis-fundal height (SFH) is a pretty rough and ready way of assessing baby's growth. A scan measures growth of baby's head, abdomen and thigh bone. If it shows the baby is the correct size for 35 weeks and there is normal amniotic fluid around baby, whatever your uterus measures is of no importance at all-so ignore it.
